Lignano dopo il maltempo, il sindaco prepara le ordinanze: «Non entrate nelle aree interdette»

LIGNANO SABBIADORO. Dopo la violenta ondata di maltempo che ha colpito Lignano Sabbiadoro, il Comune interviene sulla viabilità e sulle aree che potrebbero presentare situazioni di pericolo. Il sindaco Laura Giorgi sta provvedendo all’emanazione di specifiche ordinanze di interdizione alla circolazione e al transito nelle zone interessate dagli effetti del temporale, laddove le condizioni lo rendano necessario per tutelare la pubblica incolumità.

Il provvedimento arriva dopo una giornata particolarmente difficile per la località balneare, dove il maltempo ha provocato diversi danni. Durante il passaggio del fronte sono state registrate anche raffiche di vento fino a 108 chilometri orari a Lignano Sabbiadoro.

Possibili interdizioni nelle zone colpite

L’amministrazione comunale ha spiegato che le ordinanze riguarderanno le viabilità interessate dalle conseguenze del maltempo e saranno adottate nei punti nei quali si renda necessario impedire temporaneamente il passaggio di persone e veicoli.

L’obiettivo è esclusivamente precauzionale: evitare che cittadini e turisti possano entrare in aree nelle quali permangono condizioni di rischio.

Il Comune invita pertanto tutta la popolazione al rigoroso rispetto dei divieti, delle interdizioni e della segnaletica temporanea predisposta nelle zone interessate.

«Non entrate nelle strade interdette»

L’indicazione rivolta ai cittadini è particolarmente chiara.

Il Comune raccomanda di non accedere né a piedi né con i veicoli alle strade e alle aree interdette, anche nel caso in cui, osservando la situazione, il pericolo possa sembrare momentaneamente cessato.

La presenza di una strada apparentemente libera o di condizioni meteorologiche migliorate non deve quindi essere considerata sufficiente per oltrepassare transenne o segnaletica predisposte dagli operatori.

Le limitazioni resteranno legate alle necessità di sicurezza e alla verifica delle condizioni delle aree danneggiate.

Seguire le indicazioni delle forze impegnate sul territorio

Il sindaco chiede inoltre alla popolazione di attenersi scrupolosamente alle indicazioni fornite dalla Polizia Locale, dalle Forze dell’Ordine e dal personale impegnato nelle attività di sicurezza e presidio del territorio.

Dopo il passaggio del temporale sono infatti necessarie verifiche e operazioni di messa in sicurezza nelle aree maggiormente interessate.

Nordest24 aveva già documentato le conseguenze della forte ondata di maltempo che ha investito Lignano e Grado, con particolare attenzione agli effetti provocati dal vento sulla costa.

L’invito a limitare gli spostamenti

Il Comune raccomanda anche di limitare per quanto possibile gli spostamenti nelle zone maggiormente colpite dal maltempo.

Chi deve circolare è invitato a prestare particolare attenzione alle condizioni delle strade e alla segnaletica temporanea che potrà essere installata nelle prossime ore.

Le misure adottate, precisa l’amministrazione, hanno carattere precauzionale e sono finalizzate esclusivamente alla salvaguardia dell’incolumità delle persone.

La situazione si inserisce nel più ampio episodio di temporali e nubifragi che nel pomeriggio hanno attraversato il Friuli Venezia Giulia e il Veneto orientale.

Nuovi aggiornamenti attraverso i canali del Comune

Le eventuali ulteriori modifiche alla viabilità e le nuove misure che dovessero rendersi necessarie saranno comunicate attraverso i canali istituzionali del Comune di Lignano Sabbiadoro.

Il sindaco Laura Giorgi conclude quindi rivolgendo un appello alla collaborazione e al senso di responsabilità della cittadinanza, chiedendo di rispettare le limitazioni predisposte e di non entrare nelle zone interdette fino alla loro riapertura in condizioni di sicurezza.

IN ANBETRACHT DESSEN, DASS infolge des meteorologischen Ereignisses, das durch starke Niederschläge und Wind gekennzeichnet war und sich am 21. August 2026 auf dem Gebiet der Gemeinde ereignete, Bäume umgestürzt sowie zahlreiche Bäume und Äste entlang des öffentlichen Radwegs, der die Strandpromenade des Ortsteils Lignano Pineta mit jener von Lignano Sabbiadoro verbindet, gefährlich geworden sind;

IN ERWÄGUNG DESSEN, DASS umgestürzte oder gefährliche Bäume und Äste eine potenziell erhebliche Gefahr für Personen darstellen, die den genannten Radweg benutzen, und es daher erforderlich ist, den Zugang und die Durchfahrt vorübergehend zu untersagen;

ES WIRD FESTGESTELLT, DASS angesichts der bestehenden Notlage und der Notwendigkeit, unverzüglich die erforderlichen Maßnahmen zum Schutz der öffentlichen Sicherheit zu ergreifen, derzeit keine spezifischen technischen Berichte über den Zustand der Bäume und der betroffenen Bereiche vorliegen, die bestehende Gefahrensituation jedoch durch geeignetes Fotomaterial dokumentiert ist, das sich in den Akten der Gemeindeverwaltung befindet;

IN DER ERWÄGUNG, dass aufgrund der festgestellten Situation und der entsprechenden Fotodokumentation vorsorglich und dringend die Sperrung des Bereichs anzuordnen ist, bis die erforderlichen technischen Überprüfungen durchgeführt und die notwendigen Maßnahmen zur vollständigen Wiederherstellung der Sicherheit abgeschlossen sind;

IN DER ERWÄGUNG, dass somit die Voraussetzungen der Unaufschiebbarkeit und Dringlichkeit für den Erlass einer sofortigen Maßnahme zum Schutz der öffentlichen Sicherheit vorliegen;

GESTÜTZT AUF das gesetzesvertretende Dekret Nr. 1 vom 2. Januar 2018 betreffend den „Kodex des Zivilschutzes“;

GESTÜTZT AUF Artikel 54 Absatz 4 des gesetzesvertretenden Dekrets Nr. 267 vom 18. August 2000, wonach der Bürgermeister als Amtsträger der Regierung durch begründeten Rechtsakt unaufschiebbare und dringende Maßnahmen zur Verhütung und Beseitigung erheblicher Gefahren für die öffentliche Sicherheit und die städtische Sicherheit erlässt;

GESTÜTZT AUF, soweit anwendbar, die Artikel 6 und 7 des gesetzesvertretenden Dekrets Nr. 285 vom 30. April 1992 betreffend die „Neue Straßenverkehrsordnung“;

IN DER ERWÄGUNG, dass aus den oben genannten Gründen der Erlass der vorliegenden Maßnahme nicht aufgeschoben werden kann;

ORDNET AN

1. Die Sperrung des öffentlichen Radwegs für den Fußgänger- und Fahrzeugverkehr, der die Strandpromenade des Ortsteils Lignano Pineta mit jener von Lignano Sabbiadoro verbindet, mit Ausnahme des Abschnitts vor dem Eingang Nr. 4 des Komplexes „Bella Italia“, bis die Überprüfungs- und Sicherungsmaßnahmen abgeschlossen sind und festgestellt wurde, dass die Gefahrenlage nicht mehr besteht.

Von der Sperrung ausgenommen sind der für den Zugang zum Bereich von Lignano Sabbiadoro erforderliche Abschnitt sowie die zum genannten Radweg gehörenden Zugänge des Komplexes „Bella Italia“, soweit dies erforderlich ist, um die Querung in Höhe des Eingangs Nr. 4 zu gewährleisten.

2. Der vor dem Eingang Nr. 4 des Komplexes „Bella Italia“ gelegene Abschnitt ist durch den zuständigen Verantwortlichen der Gemeindeverwaltung ordnungsgemäß abzugrenzen und mit Absperrungen zu versehen, sodass ausschließlich die Querung des Radwegs in Höhe dieses Zugangs ermöglicht und der Zugang zu den übrigen gesperrten Abschnitten verhindert wird.

3. Sämtliche Zugänge vom Strand zum Radweg, mit Ausnahme des Zugangs in Höhe des Eingangs Nr. 4, sind ebenfalls zu schließen und für den Verkehr zu sperren.

4. Es sind geeignete Beschilderungen sowie alle sonstigen erforderlichen materiellen Maßnahmen anzubringen, damit die Sperrung eindeutig erkennbar ist und der Zugang zu den betroffenen Bereichen verhindert wird.

5. Die örtliche Polizei, die Ordnungskräfte, der Zivilschutz sowie die zuständigen Gemeindeämter werden jeweils im Rahmen ihrer Zuständigkeit mit der Durchführung dieser Verordnung und der Überwachung ihrer Einhaltung beauftragt.

6. Die Wiedereröffnung des Radwegs erfolgt erst nach Durchführung der erforderlichen Überprüfungen und Sicherungsmaßnahmen sowie nach Feststellung, dass die Gefahrenlage, die zum Erlass der vorliegenden Maßnahme geführt hat, nicht mehr besteht.

VERFÜGT FERNER

dass die vorliegende Verordnung im Online-Amtsblatt der Gemeinde veröffentlicht und der Bevölkerung in angemessener Weise bekannt gemacht wird;

dass eine Abschrift der vorliegenden Verordnung dem Präfekten von Udine gemäß Artikel 54 Absatz 4 des gesetzesvertretenden Dekrets Nr. 267/2000 vorab mitgeteilt und der örtlichen Polizei, den Ordnungskräften, dem Zivilschutz sowie den sonstigen betroffenen Stellen im Rahmen ihrer jeweiligen Zuständigkeiten übermittelt wird.

Gegen die vorliegende Maßnahme kann innerhalb von 60 Tagen nach ihrer Veröffentlichung Klage beim Regionalen Verwaltungsgericht für Friaul-Julisch Venetien erhoben werden; alternativ kann innerhalb von 120 Tagen eine außerordentliche Beschwerde beim Präsidenten der Republik gemäß den Fristen und Modalitäten der geltenden Rechtsvorschriften eingelegt werden.

WHEREAS, following the meteorological event characterised by heavy rainfall and strong winds that affected the municipal territory on 21 August 2026, trees were found to have fallen and numerous trees and branches were found to be hazardous along the public cycle path connecting the seafront of Lignano Pineta with that of Lignano Sabbiadoro;

WHEREAS the presence of fallen or hazardous trees and branches creates a potentially serious danger to persons using the aforementioned cycle path and therefore makes it necessary to temporarily prohibit access and transit;

ACKNOWLEDGING THAT, in view of the ongoing emergency situation and the need to immediately adopt the measures necessary to protect public safety, no specific technical reports concerning the condition of the trees and the affected areas are currently available; nevertheless, the hazardous situation is documented by suitable photographic evidence held in the records of the Municipal Administration;

CONSIDERING, on the basis of the situation identified and the related photographic documentation, that it is necessary, as a precautionary and urgent measure, to prohibit access to the area until the necessary technical inspections have been carried out and the measures required to fully restore safe conditions have been completed;

CONSIDERING, therefore, that the conditions of urgency and necessity exist for the adoption of an immediate measure aimed at safeguarding public safety;

HAVING REGARD TO Legislative Decree No. 1 of 2 January 2018, containing the “Civil Protection Code”;

HAVING REGARD TO Article 54, paragraph 4, of Legislative Decree No. 267 of 18 August 2000, pursuant to which the Mayor, acting as a Government official, may adopt, by means of a reasoned act, urgent and contingent measures aimed at preventing and eliminating serious dangers threatening public safety and urban security;

HAVING REGARD TO, insofar as applicable, Articles 6 and 7 of Legislative Decree No. 285 of 30 April 1992, containing the “New Highway Code”;

CONSIDERING that, for the reasons set out above, the adoption of this measure cannot be postponed;

HEREBY ORDERS

1. The closure to pedestrian and vehicular traffic of the public cycle path connecting the seafront of Lignano Pineta with that of Lignano Sabbiadoro, with the exception of the section facing entrance No. 4 of the “Bella Italia” complex, until the inspection and safety works have been completed and it has been established that the hazardous conditions no longer exist.

The section required to provide access to Lignano Sabbiadoro, as well as the accesses to the aforementioned cycle path pertaining to the “Bella Italia” complex, shall be excluded from the closure insofar as necessary to allow crossing at entrance No. 4.

2. The section facing entrance No. 4 of the “Bella Italia” complex shall be appropriately cordoned off and fenced by the competent officer of the Municipal Administration, so as to permit exclusively the crossing of the cycle path at that access point while preventing entry into the remaining prohibited sections.

3. All accesses from the beach to the cycle path, with the exception of the access located at entrance No. 4, shall likewise be closed and prohibited to transit.

4. Appropriate signage and any other physical measures necessary shall be installed to ensure that the prohibition is clearly visible and to prevent access to the affected areas.

5. The Local Police, Law Enforcement Authorities, Civil Protection Service and the competent municipal offices are entrusted, each within their respective responsibilities, with the implementation of and supervision over compliance with this Ordinance.

6. The cycle path shall be reopened only after the necessary inspections and safety works have been carried out and after it has been established that the hazardous conditions which led to the adoption of this measure no longer exist.

FURTHER ORDERS

that this Ordinance be published on the Municipality’s online Official Notice Board and that adequate notice thereof be given to the public;

that a copy of this Ordinance be communicated in advance to the Prefect of Udine pursuant to Article 54, paragraph 4, of Legislative Decree No. 267/2000, and be forwarded to the Local Police, Law Enforcement Authorities, Civil Protection Service and all other parties concerned, within their respective areas of responsibility.

An appeal against this measure may be lodged with the Regional Administrative Court of Friuli Venezia Giulia within 60 days of its publication or, alternatively, an extraordinary appeal may be lodged with the President of the Republic within 120 days, in accordance with the time limits and procedures established by the legislation in force.
